I am new to surf fishing and have done my research but where are the best places to go surf fishing closest to Port jefferson? What are the strippers biting on now?

Not sure what area would be good for you around port jefferson, but for bait, you cant go wrong with pieces of bunker.

Surf fishing actually gets better at night thats when the bigger fish like to feed and they are more agressive. if you could let me know where you plan to fish and what you are wanting ti catch, I can let you know what bait and rigs to use. I surf fish every day in season for big striped Bass, I only fish artificial mostly big top Water plugs. I use an 11' lamiglass custom rod & a Z-bass 250 Z.. If you want to go cheaper you go with a Penn 704, what you do is first disassemble the reel remove all factory grease replace with salt water proof trailer bearing grease (green or blue) lock the reel in anti-reverse and remove the anti-reverse lever, replace with a small screw.
