When cutting a big blue, is it good chum or a waste of fish?

Hey guys,


I'm looking for some advice on when and if I should use blue fish blood and meat to chum for sea bass or stripers, even better, near the obstruction 2 miles out near shinnecock inlet/bay...you think I can catch anything more than a 3lb sea bass next year?
